1. Viewing Services Provided

The government is taking various measures to create and continuously build a strong and effective public service. This public service is capable of competently executing policies and strategies that achieve and accelerate the construction of a developmental and democratic system; it is participatory, serving the nation, the public, and citizens based on the principles of transparency and accountability; and it believes in and strives for the prevalence of the rule of law.
To bridge the execution capacity gaps observed within the Authority and enable the office to properly discharge its responsibilities, our administration has designed and been implementing large-scale reform programs, and continues to do so. Accordingly, even though gradual improvements are being witnessed regarding government service delivery, it has still not been possible to bring about the desired results and satisfy citizens' needs to the expected level.
To bridge the institution's execution capacity gaps, it has designed and been implementing reform programs, and continues to do so. Accordingly, the service delivery of the Authority is showing improvements from time to time. Nevertheless, it has still not been possible to bring about the desired results and satisfy citizens' demand for services to the expected level. Therefore, it has become necessary to update the existing system in order to reinforce the implementation of the Citizens' Charter framework. This tool is designed to meaningfully transform the institution's performance; to provide fast, effective, and efficient responses to questions of poor governance raised by citizens; and to maintain the momentum of the ongoing development, democratic system building, and prosperity agenda through the organized and coordinated developmental participation of the three developmental forces—the government, the public, and developmental investors—in accordance with the principles of accountability, transparency, fairness, and the rule of law.
Hence, this Citizens' Charter document has been prepared to include the necessity, content, preparation stages, implementation processes, and monitoring, evaluation, and review systems of the charter, in order to indicate the procedures the institution must follow to implement it.
